该数据为恩施市应急管理局日常工作开展中产生的数据，中心城区规划为“市级避难中心—分区级避难场所—社区级避难场所—紧急避难场所”四级结构，与州、市、分区三级应急指挥体系相对应。恩施市应急管理局已统一设置避难场所主标志、功能布局图和疏散路线图，并建立运行维护、物资储备、紧急疏散等制度，确保“一处多用、平灾结合”。

This dataset consists of data generated during the daily operational work of the Enshi Municipal Emergency Management Bureau. The central urban area is planned with a four-level refuge structure: municipal refuge centers, district-level refuge sites, community-level refuge sites, and emergency refuge sites, which aligns with the three-tier emergency command system at the prefecture, municipal, and district levels. The Enshi Municipal Emergency Management Bureau has uniformly installed main identification signs, functional layout maps, and evacuation route maps for all refuge sites, and established systems for operation and maintenance, material reserve, emergency evacuation and other relevant management matters, to ensure the implementation of the principle of "multi-purpose utilization of one site and the integration of peacetime preparation and disaster response".
