Archival deposit of 13 public official legal instruments underpinning a comparative institutional-legal analysis of who can legally refuse a land-based carbon project in the Philippines, Vietnam, and Laos, and when non-consent alters the legal outcome. CONTENTS Philippines (3 files): Republic Act No. 8371 (Indigenous Peoples' Rights Act), NCIP Administrative Order No. 3, Series of 2012, and DENR Administrative Order No. 2026-05. Vietnam (3 files): Decree No. 08/2022/ND-CP, Decree No. 180/2026/ND-CP, and Law on Environmental Protection No. 72/2020/QH14. Laos (7 files): Forestry Law No. 64/NA (2019), Decree No. 292/GO on Carbon Credits (2025), MAF Decision No. 4565 (2024), Environmental Protection Law No. 53/NA (2024), EIA Decree No. 389/GOV (2022), Ethnic Group Affairs Decree No. 207/GOV (2020), and MONRE Decision No. 0358 on EIA project categorisation (2023). The 13 source files are bundled in one ZIP archive. SCOPE This deposit contains only the core public legal sources cited for the three-country analysis. The coding matrices, registry scan, congruence records, source manifest, and blind-recoding dossier (Supplementary Data S1-S5 and S4) are supplied separately with the journal submission and are not part of this deposit. No personal data, coder records, correspondence, reviewer materials, practice notes, checksum files, or process records are included.
