Abstract This paper analyzes the systemic handling of edge cases with high signal in contemporary bureaucratic and socio-technical systems. While low-signal edge cases are often ignored, high-signal edge cases—those that are coherent, well-documented, and pattern-revealing—frequently trigger institutional containment rather than resolution. Drawing from systems theory, public administration, organizational sociology, and political economy, the paper demonstrates that such cases are managed through a “catch-and-kill” dynamic: capture, procedural neutralization, and suppression of corrective feedback. This response is not anomalous but structurally incentivized. The paper argues that containment functions as a rational system behavior under conditions of austerity, risk aversion, and legitimacy preservation, and that procedural harm emerges as a predictable byproduct.
