The first focus group interview was carried out with eight school administrators. Quantitative data were collected from two different samples selected by multi-stage sampling. The first phase of the quantitative study collected data from 173 school administrators. The second phase of the quantitative study (N=193) was conducted in April-May 2021. At the last step of the study, we carried out focus group interviews with five school administrators.
