资源简介:

v1.1 (12 September 2026) — corrections to v1.0. This is a correction release. Per-row read dates, which v1.0 said would be published as v1.1, remain an open item and are deferred to a later version; correcting the record was not held up for them. Corrections: (1) v1.0's description stated that seventeen registers state no reuse licence; the v1.0 file itself carries eighteen, and eighteen is correct. (2) Morocco's tenure licence cell read "n/a", which in this file means no register exists; Morocco publishes one and its terms were not captured, so the cell now reads "licence not recorded at collection". (3) Zimbabwe's tenure note carried a trade-press figure of roughly 60,000 claims, which the file's own stated limits say was not adopted; removed. (4) Niger's tenure note carried "~18-20 exploitation permits", an approximation read from a screen; removed. (5) The traceability file gave, for fifteen jurisdictions, a reason for the absence of any scheme — that the jurisdiction's principal minerals fall outside the commodity classes these regimes cover. That cannot be right for gold producers when certified gold is one of the three classes checked. Those rows now record a checked absence and assert no reason. (6) Rwanda's partnership cell characterised the EU MoU as "effectively suspended"; it now carries the dated milestones only. This version also reflects platform changes made after 8 September 2026: the tenure coverage block, which in v1.0 labelled 25 as the count of jurisdictions with a public register, now carries 28 under that label with 25 stated separately as the count not recorded restricted, each key defined in the file; twenty-four traceability rows are regraded from collection-run to registry-index; nineteen source lists are trimmed to the sources read for that jurisdiction; and Morocco's traceability row moves from Sourced to Absent. Each correction is on the append-only public log at https://afrimintel.com/audit-log/ (builds v2.137.203, v2.137.204 and v2.137.208). A jurisdiction-level record of what African mining governance information is actually published, and on what terms, across 40 African jurisdictions — plus an open deposit register of 83 mineral deposits with screening-grade coordinates. Of 40 jurisdictions, 28 publish a public mining tenure register and 12 do not. Of those 28, 24 are portal-only: the data can be viewed but not taken. Only 4 offer any bulk or machine-readable export. Three registers are recorded as restricted and were deliberately not fetched — Kenya (anti-scraping clause), Côte d'Ivoire/SODEMI (sold commercially) and South Africa (non-commercial-use clause); the other 25 are not recorded restricted, which is not a finding that their terms permit reuse. Eighteen state no reuse licence at all and one records that its licence was not captured at collection: silence is the most common licence condition in African mining tenure, and none of the 28 states an open reuse grant. Twenty-four jurisdictions participate in at least one mineral traceability or certification scheme (ICGLR 11, Kimberley Process 18, iTSCi 4); for the other sixteen no scheme in these classes was documented, recorded as a checked absence with no reason asserted. The jurisdiction files are original observation, not a re-publication: each row records what a named register publishes and permits. Every value is in one of three states — Sourced (evidence named), Derived (a stated method over Sourced inputs), or Absent (no value carried, and why is disclosed). There is no fourth state and nothing is estimated to fill a gap. Of the 40 tenure rows, 28 are Sourced and 12 are Absent with absence_basis "not-disclosed" — a checked negative about the public record, not an unchecked gap. Of the 40 traceability rows, 24 are Sourced and 16 are Absent. These files carry provenance weaker than Afrimintel's per-cell contract, and the distinction is stated on every row. All 40 tenure rows carry provenance_grade "collection-run" with collection_date 18 August 2026. The traceability file carries two grades as of this version: 16 rows collection-run and 24 rows registry-index, the latter resting on a jurisdiction's appearance in a named scheme's own index rather than on a per-jurisdiction document, with collection_date 23 August 2026. A row marked Sourced names the register or registries it rests on; it does not assert that a person opened that page on a per-row date. Per-row read dates remain an open item. Coordinates in the deposit file are screening-grade, derived from operator and locality distance phrases rather than surveyed. Each carries its precision and a coord_precision_basis stating whether that precision is a measurement or a default: of 83 deposits, 1 carries a per-record precision and 82 carry the generic 30 km screening-grade envelope. Fit for province and portfolio screening; not fit for drill planning or tenement boundary work. Corrections are published on an append-only public log at https://afrimintel.com/audit-log/ under a stated SLA — material errors within 7 business days, non-material within 30. Afrimintel's proprietary intelligence-grade, bankability, comparable-transaction and divergence layers form no part of this release. Beneficial-ownership and mining-contract data are held out pending a share-alike licence review, because part of that layer derives from ResourceContracts.org under CC BY-SA 4.0. Editorial responsibility: Nikesh Patel, Afrimintel Ltd (Mauritius, company no. 236730), ORCID 0009-0001-7665-1817. Interest disclosure: Afrimintel's Editor-in-Chief holds two Great Lakes positions — Honorary Consul of Rwanda in Mauritius, and Chairman of MUA Insurance Rwanda. Neither involves mining or mineral assets, and no editorial opinion on those jurisdictions is offered here.
