The Committee was appointed by the Governor on 15 December 1976. The Committee comprised the Chairman, Mr F.W. Bowen, OBE and six members.These records are the working papers of the Committee and comprise submissions, transcripts of oral evidence, reference material and information on the public service and appeal tribunal systems in the other states of the Commonwealth of Australia.
