Post-disaster relocation is a complex process affected by interdependencies between relocation decisions of different stakeholders and the ways in which these interdependencies evolve over time and through different pathways. This project’s overall goal is to advance our scientific knowledge of the factors that affect community relocation decisions of households and businesses in highly uncertain and emergent institutional environments. Its specific aims are to investigate: (i) resources households and businesses use to make relocation decisions; (ii) the interdependencies between household and business relocation decisions; and, (iii) the dependence of household and business relocation decisions upon the actions of nonprofits or volunteer groups. The research is based on an embedded multi-case study conducted in Puerto Rico in the aftermath of Hurricanes Irma and Maria in 2017. Puerto Rico represents an ideal case for this research as a U.S. territory that has many underserved communities with informal practices (e.g., self-built or informal housing) dealing with uncertain and constantly changing formal institutions (i.e., rules and policies such as the Repair, Reconstruction, or Relocation, R3 program).
Data collection methods include household surveys, business surveys, and role-playing games conducted in two disaster-impacted communities in Puerto Rico (i.e., Comerío and Loíza).
This publication does not include data as per the University of Utah Institutional Review Board (IRB) regulations that restricts public data sharing—including de-identified datasets. It includes data collection instruments, household and business surveys, and role-playing game guides (i.e., in English and Spanish) as well as the data analysis sheets that contain a summary of household and business surveys and role-playing games used for analysis. The data collection instruments specifically include survey instruments used to collect data from households and businesses in two Puerto Rican communities and the guides used for role-playing game sessions.
