Measurement capsules v0.2 (2026-09-26 index, 13,184 capsules): companion files for draft-templeman-scitt-measurement-capsule-00

Companion files for the Internet-Draft draft-templeman-scitt-measurement-capsule-00, which profiles a SCITT Signed Statement payload for third-party declared-versus-observed measurements. The draft's Implementation Status describes one implementation and its published index; this record holds that index and every file it binds, so the draft's numbers can be checked without trusting the site that serves them. Contents. measurement-capsules-v0.2-2026-09-26.zip: the capsule set of 2026-09-26, 13,184 capsules of schema csoai.measurement-capsule/0.2 in 8 batches of 7 kinds (contract_parity 9,148; tool_drift 3,240; cross_ledger_supply 353; cross_runtime_reproduction 154; self_parity 138; public_signal 118; a2a_card_signature 33), each batch with its capsule file, leaf list, batch record, Ed25519 signature and OpenTimestamps proof, plus the index, its signature and proof, anchors.json and the publication record. capsule.cddl: Figure 1 of the draft, verbatim. check_capsules.py: a standard-library checker that recomputes every capsule id, batch Merkle root (RFC 9162) and index root, and checks the signatures under did:web:csoai.org. At preparation it reported: 77 PASS · 0 FAIL · 0 UNCHECKABLE. COMPANION.md explains each step. Index root 85533b833d36f8a4165da34206ee6e39f7434c646c8a2c381d251391ceec366d. OpenTimestamps: BITCOIN_ATTESTED at Bitcoin block 968674. Rekor log indexes 2968539665, 2968539944, 2968614397. This is not a SCITT registration and carries no Transparency Service receipt: COSE_Sign1, registration, effect_reference and blinded digests are not implemented, as the draft states. The checker was written by the same organisation as the builder and is not an independent implementation. A measurement state records what was observed, not who is right, and no capsule carries a decision or an authorisation.
