CESCR Concluding Observations Coding Database (2014–2024): Right to Health, Health Determinants, and General ESR Notes

This dataset provides a paragraph-level coded database of CESCR Concluding Observations spanning 2014–2024, covering 109 countries and 125 documents (by Doc_ID). The Excel file contains three sheets: Right_to_health (n=1630), Health_determinants (n=1621), and General_ESR_notes (n=1411), for a total of 4662 coded paragraphs and 33 variables per record.Each record corresponds to a single concluding-observations paragraph and includes paragraph text plus structured codes capturing thematic classification (broad topics), AAAQ dimensions, indicator type (structural/process/outcome), obligation type (respect/protect/fulfil), cross-cutting principles, required instruments, level of intervention, immediate/core obligations and retrogression references, targeted groups, paragraph type, ICESCR article references, tone family, budget/resources and related flags, and World Bank income group. A companion codebook documents variable definitions and coding rules.
