The certificate was given as 'a lasting appreciation of the artistic finish that characterised the recent issue from the Printing Office, of the "Commemoration Volume", compiled by the Board, for widespread circulation in and beyond the State, to signalize the opening in 1918 of extensive additions to its Central Administrative Offices'.
