Data underlying the PhD thesis: Optimising the Use of National CORS Data in the Context of Thailand

Research objective:Thailand has established an NCORS network by unifying government agencies’ existing public Continuously Operating Reference Station (CORS) networks. The process in Thailand has gone through several institutional and technical challenges. The optimal use of the Thai NCORS is the next challenge. In the past two years, a provisory Open Data (OD) policy was launched in the government CORS networks participating in NCORS. However, the use of NCORS data has remained mainly among the government agencies that are original users. Several potential sectors have not become NCORS data users. The situation poses the question: why does OD, as a promising access policy for NCORS in Thailand, not stimulate and broaden the use of NCORS? Should the policy be maintained, and more importantly, how can NCORS data use be optimised in Thailand’s context? This research aims to identify relevant policies to stimulate the optimal use of the NCORS data in Thailand. L-farm leaders are leaders of a Large-scale farming (L-farm) projects which were introduced to improve farming by the Ministry of Agriculture and Cooperatives of Thailand as part of Thailand’s strategic plan 2017-2036. L-farm leaders were selected from the Thai Rice Department’s L-farm database. The L-farm leaders were asked to answer the questionnaire from a large-scale farm managerial perspective.Anonymised survey data S-farm leaders on NCORS (potential) use. S-farm leaders are leaders of a small-scale farming (S-farm) projects. S-farmers were individual farmers in the same area as the L-farm leaders, but were not members of L-farms.Expert opinions on the developed TAM model to fit each data context. 研究目标：泰国已通过整合各政府机构现有的公共连续运行参考站（Continuously Operating Reference Station, CORS）网络，搭建了本国国家连续运行参考站（National Continuously Operating Reference Station, NCORS）网络。泰国的该项建设过程曾面临多项体制与技术层面的挑战，而如何优化NCORS的应用效能，则成为后续亟待解决的核心难题。近两年来，参与NCORS的政府CORS网络已推出临时性开放数据（Open Data, OD）政策，但NCORS数据的使用主体仍以原有政府机构用户为主，诸多潜在应用领域尚未成为NCORS数据的使用者群体。这一现状引出了核心疑问：作为一项颇具前景的NCORS接入政策，开放数据为何未能推动并拓宽NCORS的应用场景？该政策是否应当延续？更关键的是，在泰国的国情背景下，应如何优化NCORS数据的使用？本研究旨在明确能够刺激泰国NCORS数据优化应用的相关政策，核心研究问题为：应如何推动泰国NCORS数据的应用推广？

1. 针对NCORS（潜在）应用的匿名化大型农场（L-farm）经营者调查数据：L型农场经营者为泰国农业与合作社部为落实泰国2017-2036年国家战略计划而推出的大型农业（L-farm）项目负责人，样本取自泰国农业部稻米厅的L-farm数据库，调研问卷从大型农场经营管理视角设计。
2. 针对NCORS（潜在）应用的匿名化小型农场（S-farm）经营者调查数据：S型农场经营者为与L型农场经营者同区域的个体农户，但并非L型农场成员。
3. 适配各数据场景的已构建技术接受模型（Technology Acceptance Model, TAM）相关专家意见：专家意见分别来自国际测量师联合会（International Federation of Surveyors, FIG）CUGNSSS研讨会参会者、EUPOS会议专家，以及针对国家CORS实施评估指标的独立专家意见。
