一、方案目标     提高管理时效。树立“公民本位”为主导的面向群众需求的公共服务;引入人性化管理方式,推进和谐城管建设。    优化为民服务。要为市民提供丰富的参与渠道,要继续深化以“市民的眼光、专业的标准”发现问题要进一步丰富为民服务的方式。    转变管理方式。拓宽管理的范围拓展发现问题的方式,优化流程设置,完善运行评价。    加强数据融合。实现更有效的交换共享,实现更协作的关联应用    深化决策支持。形成基于海量数据智能过滤的城市管理决策模型,通过科学决策实现被动处置向主动预防转变。二、方案构成    1、系统总体拓扑结构(见正文)。     2、智慧城管整体框架(见正文)     3、城管信息化的核心业务模块(见正文)     4.智慧城管一张图。智慧城管系统可将人员、车辆、案件、部件、事件、对讲机、单兵、无线移动终端、指挥车等业务流程中必要的组成部分,在一张图中进行显示,通过一张地图中用户可进行信息查询、定位、案件查看、GIS统计分析等功能,为各级职能部门、管理者提供最直观最有效的展示平台,从而准确的把握资源分布状况,实现资源合理调控与优化利用。   5.整体解决方案     5.1.实现单元网格管理。将所辖区域划分成若干个网格状单元,由城市管理监督员对所分管网格实施全时段监控。同时明确各级地域责任人为辖区城市管理责任人,从而对管理空间实现 分层、分级、全区域管理的方法。     5.2.信息全面感知。智慧城管信息全面感知包括内外部资源整合、业务过程信息全面采集、城市事件及城市家具状态全面物联感知等数个方面。同时,信息的全面感知也包含了信息要素的完善。(组织、人、业务类型、时间、空间)。    5.3.智慧路灯(见正文)。    5.4.智慧工地(见正文)。     5.5.智慧井盖。根据城市井盖分布的特点,充分结合实际应用场景,因地适宜,通过CWSN/LORA无线云传感专网、或GPRS/NB-IOT无线云传感器公网等多种组网的方式,无需布线即可快速实现“城市井盖”智能实时监测物联网系统的部署,极大缩短实时监测系统的施工时间,并降低了系统的实施成本。     实现对井盖状态(开启、位移、倾斜、破损),井下液位高度,井内有害气体浓度等进行监测、实时报警、自动巡检、及时处置等功能、保障安全运行,进一步提高市政管理的信息化、智能化水平,为智慧城市奠定行业应用基础。   5.6.智慧环卫。智慧城市环卫管理是综合应用计算机技术、无线网络技术、GIS地理信息技术、GPS定位技术、视频监控技术,通过建立统一管理信息系统,实现对环卫作业效果、环卫作业车辆、环卫设施、废弃物终端处置的监管,以及对卫生环境的全程监控,使环卫作业问题能够及早发现、快速解决   5.7.智慧执法(见正文)。   5.8.智慧巡查巡更(见正文)。   5.9.智慧城管运营体系。运营管理层以城市管理指挥中心作为运营主体,一方面通过加强与各专业监管中心与网络协同单位的协同联动,充分整合内部管理资源,另一方面,积极引入“外脑”,与院校研究机构和领域内的知名企业共同研究、推进智慧城管的建设、管理和运营。三、核心功能设计     1.监管数据无线采集子系统。监管数据无线采集子系统是专为城市管理监督员量身定做的城管子系统,该子系统应用于信息采集终端,主要用于实现信息采集员在自己的管理范围内巡查过程中向中心上报城市管理问题信息,接受中心的任务指令并反 馈。     2.协同工作子系统。协同工作子系统供市指挥中心相关办公人员使用,在业务处理子系统的基础上,实现对业务流程中的所有案卷进行监督和管理的功能,实现应急问题处理、案卷处理和流转全程控制,同时可查看城市管理监督员在岗情况,可对案卷流转进行督办和插入意见信息。    3.大屏幕监督指挥子系统。具有整合地理空间数据信息和业务数据信息,实现基于地图的监督指挥功能,能够对发生市政监管问题 位置、处理过程、信息采集监督员在岗情况、处置结果综合绩效评价等信息进行实时监控。大屏幕监督指挥子系统宜分为地图 显示区和案件信息滚动显示区两部分。    4.基础数据资源管理子系统。可以管理地理信息所需的地图数据,地图图层分类、地图图层及其所包含的各种地物要素均可定制,也可提供缺省的适应城市管理需求的图层和要素名称,用户可根据自己的需要对图层和要素进行定制和扩充,并可定制相应的属性信息。    5.应用维护子系统。提供给系统管理员使用的工作平台,可以快速搭建、维护城市管理业务,定制业务工作流程,设置组织机构,方便快捷地完成工作表单内容样式调整、业务流程修改、人员权限变动、系统数据备份等日常维护工作。    6.地理编码子系统。将城市现有的地址进行空间化、数字化和规范化,在地址名称与地址实际空间位置之间建立起对应关系,实现地址空间的相对定位,可以使城市中的各种数据资源 通过地址信息反映到空间位置上来,提高空间信息的可读性,在各种空间范围行政区内达到信息的整合。     7.数据交换子系统。实现与外部信息系统的数据交换。交换信息可包括市政监管问题信息、业务办理信息、专业空间数据信息、综合评价信息等。     8.综合考评子系统。运用综合评价模型和实时或定期统计技术,将信息技术、监督评价的工作模式应用到智慧化城市管理中,建设城市管理监督评价体系。实现对历史数据按期或实时的统计,并通过城市管理评价体系数学建模运算,将其以图形化或表格化的方式显示出来。     9.GPS车辆定位子系统。利用GPS技术,实现对全市范围内装有GPS车载终端的执法车辆、环卫车辆的准确定位。结合大屏幕监督指挥子系统显示,每辆执法车、环卫车的当前位置,并查看到车辆运行时实时轨迹,并可以查询到相关信息。   10.领导移动督办子系统。是给领导研发的专用移动办公工具,可以通过无线通信网进行联网办公。通过领导移动办公终端,可查阅最新城市管理状态,能够随时对重要问题进行督办。可以让领导全面了解城市管理运行情况。    11.视频监控子系统。是获取城市管理问题事发现场情况的直接手段,是智慧化城市管理信息系统的重要内容。通过视频监控子系统调用视频显示现场周边情况,及时准确的掌握所监视路口、路段周围的情况,为指挥判断提供迅速直观的信息, 从而对各类问题做出准确判断并及时响应。    12.视频监控子系统。是获取城市管理问题事发现场情况的直接手段,是智慧化城市管理信息系统的重要内容。通过视频监控子系统调用视频显示现场周边情况,及时准确的掌握所监视路口、路段周围的情况,为指挥判断提供迅速直观的信息, 从而对各类问题做出准确判断并及时响应。      13.公众发布子系统。是智慧化城管系统的网上信息发布与收集平台。用于受理市民举报的城市管理案件,收集意见投诉,也可向公众市民展示相关政策法规、新闻公告,对市民的投诉意见进行答复反馈。该子系统实现了城市管理的政务公开和信息透明,也增加了城管执法部门和市民之间的信息互动。      14.专项普查子系统。为专题数据的采集、上报、处理、查询、分析提供服务。相关部门可向监督中心申请对某类案件进行专项普查,监督中心根据专项普查内容调度信息采集员进行普查,系统可对普查数据进行统计分析并将统计结果以多种方式进行展示,结果数据将为相关部门的城市管理提供依据。       15.指挥车系统。是整个城市管理指挥体系的重要组成部分,是城市管理指挥能力的有效延伸。指挥车配置通讯控制终端、4G网络通讯以及其他车载辅助系统。通过移动指挥车子系统可以实现指挥车和监督中心之间的视频音频信息传输;现场人员和监督中心 的视频、语音信息交互,也可与现场人员进行信息交互,实现移动指挥。     16.对讲机子呼叫子系统。主要受理对讲机呼叫上报的案件。对讲机呼叫子系统可以对对讲机呼叫记录和业务处理情况进行检索查阅,对内置GPS模块的对讲机进行定位,将对讲机每日点名记录,录入系统存档,进行统计和综合考核评价。       17.对讲机子呼叫子系统。主要受理对讲机呼叫上报的案件。对讲机呼叫子系统可以对对讲机呼叫记录和业务处理情况进行检索查阅,对内置GPS模块的对讲机进行定位,将对讲机每日点名记录,录入系统存档,进行统计和综合考核评价。       18.路灯管理子系统。通过智能路灯节电器与远程监控模块进行配合,将路灯实时运行情况通过无线或有线网络传送给路灯处置办公室(监控中心),对路灯的节能情况、安全防盗情况、 日常巡检情况、进行实时监控与管理,真正做到为智慧照明工程保驾护航。       19.户外广告管理子系统智慧管理基于GIS对各类广告实行统一规范管理,实时提取广告审批信息,通过广告核查移动终端进行现场审核,并上报审核信息。同时通过视频监控、移动巡查,有效对广告乱象、乱贴违法行为进行全面管理、治理。通过可视化户外广告牌数据库可实现:户外广告牌可视化浏览、户外广告牌规格测量、户外广告牌可视化标注、户外广告牌可视化审批、户外广告更新等功能。         20.数据挖掘子系统.是通过数据建模技术对数据进行分析,从大量数据中寻找其规律。通过数据挖掘子系统,可帮助领导分析城市管理问题发生的深层次原因,并可形成多样式数据展现形式。        21.网络舆情子系统。对不同类型的舆情信息进行统计分析,并由多种方式对分析结果进行展示。为领导全面了解网络舆情,合理制定城市管理各方面条例、法规供决策支撑。       22.城市治安监控子系统。是基础设施的重要组成系统,它通过在全市管辖范围内安装摄像机,覆盖全市所有重点地段和单位,保障全区安全管理和城市管理工作的信息化、可视化、科学化。       23.违法建筑子系统。基于移动测量系统技术进行重点拆违区域房屋数据采集与建库,建立可视化的拆违区域房屋数据库。通过定期将实际现状和历史影像数据进行对比分析,形成执法依据,实现对重点拆违区域违章建筑的可视化管理。      24.城市治安监控子系统。是基础设施的重要组成系统,它通过在全市管辖范围内安装摄像机,覆盖全市所有重点地段和单位,保障全区安全管理和城市管理工作的信息化、可视化、科学化。      25.社会部门联动信息子系统。主要解决政务服务“最后一公里”的问题,将行政审批项目和便民服务事项的办理工作延伸到 基层机关和组织,即社区(村)便民服务站。      26.人房管理子系统。通过GIS地图,可展现辖区内房屋与人员的分布情况。选择地图上的一所房屋,即可了解该幢房屋的信息和房屋中居住人员的基本信息和类型。也可通过设置查询条件,获取某一特定建筑或人员的信息。      27.社会矛盾联动化解子系统以保证矛盾及时化解,社情民意及时传达。通过公众发布子系统(门户网站)、来信来访、热线电话、网格管理员走访排查等多种渠道,记录群众的各方面反映诉求和矛盾,并按照智能由网格管理中心对矛盾进行分流,有相关部门或人员进行处理解决。

The Smart Urban Management system can display all necessary components in business processes, including personnel, vehicles, cases, components, events, walkie-talkies, individual portable terminals, wireless mobile terminals, command vehicles, etc., on a single map. Through this map, users can perform functions such as information query, positioning, case viewing, and GIS statistical analysis, providing the most intuitive and effective display platform for all levels of functional departments and managers, so as to accurately grasp the distribution of resources and realize reasonable regulation and optimal utilization of resources. 5. Collaborative Work Subsystem.
