This study develops and validates a scale to measure the impact of policy on tuition waivers and living-expense stipends for pedagogical students in Vietnam. Following established procedures for scale development, it reports two stages of a broader project that employs an exploratory sequential mixed-methods design—specifically, Step 2 (“use strategies to build on the qualitative results”) and Step 3 (“design and implement the quantitative strand”). Guided by the qualitative analysis, the scale was evaluated using exploratory factor analysis, confirmatory factor analysis, and reliability testing. The survey was administered online, with the link distributed through the Student Affairs Departments of seven pedagogical universities across Vietnam’s North–Central–South regions. Participation was voluntary, and over a little more than one month the study collected 1,280 responses, providing a substantial and broadly representative sample.
The findings propose a measurement scale for assessing the impact of Decree 116’s tuition waivers and living-expense stipends on pedagogical students’ academic endeavors. The proposed scale—subject to further validation—captures four impact dimensions: (OPS) opportunities to study at the university level for disadvantaged students; (REB) reduced burden of study costs; (ADE) advanced learning and personal development; and (PCL) professional consciousness and commitment to the teaching profession.
