Zenodo Repository Description S³–CORE™ v3: Sovereign Execution & AI Command Governance Implementation Specification Pack This repository contains the Version-3 implementation-grade release of theS³–CORE™ (Sovereign System of Structured Command, Oversight, Recurrence & Execution)framework, developed as a constitution-bound meta-operating architecture for sovereign decision instantiation, AI-executable command governance, procurement-auditable oversight, and recurring mandate enforcement across civil, defence, intelligence, and critical infrastructure domains. Version-3 operationalizes sovereign authority through runtime-validated Decision Objects (DOs), enabling structured execution eligibility, jurisdictional validation, temporal continuity enforcement, and human-attributable accountability across automated or AI-mediated command pathways. All execution requests must pass Decision Object Runtime Engine (DO-RE) validation, ensuring that no autonomous or delegated system action occurs outside legally authorized mandate structures. Execution eligibility remains subject to Recurring Control Loop Engine (RCLE) renewal logic, under which all command pathways are review-bound, sunset-triggerable, and renewal-dependent in accordance with sovereign legal continuity requirements.
