A solution to Maxwell's equations in the form of a cylindrical wave is given. It is shown that under certain conditions such a wave does not move, but rotates around its axis and can be identified with a stationary but rotating massive cylinder. It is shown that there can be a pair of such cylinders that form a particle consisting of two parts rotating in different directions. It is proposed to consider the neutrino as such a particle. Such a particle has a rest mass, which is consistent with experiments. In contrast, the existing theory states that neutrinos have zero rest mass.
