Successive Instructions to Clerk of Courts established a responsibility to maintain various books of account. This included a Regulation Cash book in which was to "...be entered in detail ...all fines (except where a fine book is kept) and every sum of money received by the clerk, which is payable either wholly or in part to the general revenue or to trust fund, and every payment of such money." Although Courts with a large volume of business were permitted to maintain a separate fine book, the daily total of fines received were required to be included in the regulation cash book. It would appear that during December 1903, clerks were instructed to use collector's cash books to perform this function. Subsequent Instructions to Clerk of Courts described the role of the collector's cash book in identical terms to that previously used for the regulation cash book.
