Penta Helix: The Politics of Collaboration in Indonesia's Creative Cities Project

This dissertation examines the implementation of the Penta Helix model in Indonesia’s Creative City Project during Joko Widodo’s presidency (2014–2024). The Penta Helix frames collaboration in creative city policy, which includes academia, business, creative community, government, and media. Through research in Yogyakarta, Bantul, Solo, and Semarang, this study aims to understand the implications for creative community participation in the government's project. This thesis proposes a typology of cultural intermediaries, encompassing five different types. This typology enhances the discourse on the role of intermediaries, which is closely linked to political processes across many places with diverse social and cultural contexts.
