The Department of Crown Lands and Survey (VA 538) created this series as a control mechanism to the names entered in their Register of Papers Submitted for the Decision of His Excellency the Governor-in-Council (VPRS 14000). It contains the names of individuals, councils, state schools, and other bodies requiring the approval of the Governor-in-Council before land licences and leases could be officially issued, transferred, or revoked.The Index provides the folio page number of the Register (VPRS 14000) on which the name appears. If the name is that of an individual, the person's initial appears in front of the folio page number.
