This article examines the modernization of mahalla governance in Uzbekistan, highlighting the transformation of this traditional community institution into a key element of contemporary civil society. While preserving its historical foundations based on neighborhood solidarity and moral values, the mahalla has undergone significant legal, organizational, and digital reforms since independence. The study outlines the strengthening of its legal framework, institutional restructuring, digitalization processes, and expanded cooperation with state and public organizations. The modernization of mahalla governance demonstrates the integration of traditional self-governance mechanisms with modern administrative practices, contributing to social protection, community development, and participatory governance at the grassroots level.
