遵循“灾前资源环境承载力基础-暴雨内涝灾害情景构建-灾后资源环境承载力评价”的研究思路和技术路线。在灾前资源环境承载力基础中,从资源环境系统状况、社会经济发展程度和灾害应急管理能力三方面构建资源环境综合承载指数模型,基于“等级-维度”理念框架,逐步完成水土资源和生态环境限制性、社会经济发展适应性和灾害应急管理能力警示性分级。在暴雨内涝灾害情景构建中,基于深圳市突出的暴雨内涝灾害,根据历史日极值降雨量综合运用Pearson-Ⅲ、Gumbel法推算极端日降雨量重现期,随后利用SCS径流模型模拟得到深圳市不同地区的淹水深度,据此构建不同日降雨重现期下的深圳市暴雨内涝灾害情景。在灾后资源环境承载力评价中,选取易受内涝灾害影响的资源环境因子、社会经济因子、灾害应急因子,以内涝灾害对不同土地类型的淹没影响为主要依据,并结合道路交通受影响程度,综合评估暴雨内涝灾害对深圳市资源环境承载力的影响。最后,依据承载力评价结果划分灾后恢复重建模拟的功能区分布图。

Follows the research framework and technical route of 'basic pre-disaster resource and environmental carrying capacity - rainstorm waterlogging disaster scenario construction - post-disaster resource and environmental carrying capacity assessment'. For the basic pre-disaster resource and environmental carrying capacity, a comprehensive resource and environmental carrying index model is established from three dimensions: the status of the resource-environment system, the level of socio-economic development, and the capacity of disaster emergency management. Based on the 'hierarchy-dimension' conceptual framework, the grading of the restrictions of water and land resources and ecological environment, the adaptability of socio-economic development, and the warning classification of disaster emergency management capacity is completed step by step. For the construction of rainstorm and waterlogging disaster scenarios, focusing on the prominent rainstorm and waterlogging disasters in Shenzhen, the return periods of extreme daily rainfall are estimated by comprehensively applying the Pearson-Ⅲ and Gumbel methods based on historical daily extreme rainfall data. Subsequently, the SCS runoff model is employed to simulate the flood inundation depth in different regions of Shenzhen, based on which the rainstorm and waterlogging disaster scenarios of Shenzhen under different daily rainfall return periods are constructed. For the post-disaster resource and environmental carrying capacity assessment, resource and environmental factors, socio-economic factors, and disaster emergency factors that are highly susceptible to waterlogging disasters are selected. Taking the inundation impact of waterlogging disasters on different land types as the core basis, combined with the degree of impact on road traffic, the impact of rainstorm and waterlogging disasters on the resource and environmental carrying capacity of Shenzhen is comprehensively evaluated. Finally, the functional zone distribution map for post-disaster recovery and reconstruction simulation is delineated based on the carrying capacity assessment results.
