早在2001年,中国政府就提出了“走出去”战略,随后国家和地方政府陆续出台旨在鼓励企业进行对外直接投资（OFDI）的政策措施,并逐步建立和完善企业境外投资服务体系。根据《境外投资管理办法》（商务部令2014年第3号）规定，境外投资是指在中华人民共和国境内依法设立的企业通过新设、并购及其他方式在境外拥有非金融企业或取得既有非金融企业所有权、控制权、经营管理权及其他权益的行为。按照企业境外投资的不同情形，境外投资实行核准和备案管理。企业境外投资涉及敏感国家和地区、敏感行业的，实行核准管理。企业其他情形的境外投资，实行备案管理。  实施“走出去”“一带一路”等战略既是企业的微观投资行为也是政府的宏观管理问题,境外投资往往比国内投资面临的风险更大。由于国际经营环境及管理的复杂性,中国境外投资面临着许多风险,按不同的研究角度分类,其主要风险表现为企业境外融资风险、投资决策风险、政府监管及服务风险、境外投资保护风险、投资环境风险等。

As early as 2001, the Chinese government put forward the "Going Global" strategy. Subsequently, national and local governments successively introduced policies and measures to encourage enterprises to conduct outward foreign direct investment (OFDI), and gradually established and improved the service system for enterprises' overseas investment. According to the *Measures for the Administration of Overseas Investment* (Order of the Ministry of Commerce No. 3 of 2014), overseas investment refers to the act whereby an enterprise lawfully established within the territory of the People's Republic of China acquires ownership, control, management rights and other rights and interests of non-financial enterprises or existing non-financial enterprises overseas through new establishment, merger and acquisition and other methods. Overseas investment is subject to approval and filing management according to different scenarios of enterprises' overseas investment. For overseas investments involving sensitive countries and regions or sensitive industries, approval management shall be implemented. For overseas investments under other circumstances, filing management shall be implemented.

The implementation of strategies including the "Going Global" strategy and the "Belt and Road Initiative" is both a micro-investment behavior of enterprises and a macro-management issue of the government. Overseas investment often faces greater risks than domestic investment. Due to the complexity of the international business environment and management, China's overseas investments face many risks. Classified from different research perspectives, its main risks include overseas corporate financing risks, investment decision-making risks, government supervision and service risks, overseas investment protection risks, and investment environment risks, etc.
