Household Budget Survey 2011 - Estonia

Abstract

The Household Budget Survey has been regularly conducted since July 1995 by Statistics Estonia (formerly known as the Statistical Office of Estonia).

The aim of the 2011 Estonia Household Budget Survey is to get reliable information on the expenditures and consumption of households.

The survey provides data on household composition, household members’ main demographic and social indicators (marital status, employment, education), as well as on living conditions and owning of durable goods. The data of the survey is used by ministries and research institutions.

The Household Budget Survey collects data according to the classification COICOP-HBS which has been developed by Eurostat. Data for Estonia is comparable with the data for countries that use the same classification.

Sampling procedure

Stratified unproportional systematic sampling technique was used in the survey. The population is divided into non-overlapping subpopulations or strata; independent subsamples were drawn separately from every subpopulation following the systematic sampling procedure and by applying different inclusion probabilities. The population was stratified by the county in which the address person's place of residence was: 1) Harju, Ida-Viru, Lääne-Viru, Pärnu, Tartu counties; 2) Jõgeva, Järva, Lääne, Põlva, Rapla, Saare, Valga, Viljandi, Võru counties; 3) Hiiu county.

The Population Register (PR) was used for selection of a random sample. PR is a database of all individuals living in Estonia (citizens and those having living permission). It includes a record for every person with person's name, personal identification code, address code and some other indicators.

The sample size in 2011 was 7,781 persons.

The survey instruments for Estonia HBS were updated in 2010. The number of questionnaires and diaries was reduced (only one household questionnaire and one diary, which is kept by the household for two weeks). Retrospective questions regarding major purchases during the preceding 12 months as well as questions about housing costs in the previous month were added to the questionnaire.

Cleaning operations

Due to absence of registration law in Estonia, there is also some under-coverage of persons and households present in the Population Register. Assuming that all persons living permanently in Estonia are registered in the Population Register and considering the amount of imprecise addresses in the population register, the under-coverage of households may be at most 1-1.5%.

The measurement errors can stem from the questionnaire (its wording, design, etc.), the interviewees, the interviewers and the data collection method. While it is impossible to avoid this type of errors completely, steps were taken to reduce them as much as possible.
Checking the data is done in three stages: data-entry checks during the interview, additional inoffice checks during fieldwork and lastly data cleaning.

Data entry mistakes have decreased thanks to the continuing development of primary logical checks in the data entry program.
