Replication Data for: Counting the Uncounted: How Indicators Hide Carbon and Territory in Brazil’s National Logistics Plan

Description: This dataset contains the primary documentary sources underpinning the analysis in this article: PNL 2035 Report (Portuguese & English): The official executive report of Brazil’s National Logistics Plan 2035, as published by the Ministry of Transport. PNL 2050 Indicator Methodology (Portuguese): The preliminary methodological guide for indicators (β₁–β₆), released under public consultation. PNL 2050 Indicator Spreadsheet (Portuguese): The spreadsheet providing corridor-level base scenario data for carbon intensity, protected areas, Indigenous and quilombola territories, and speleological overlap. About the PNL 2050 materials: The methodology and indicator spreadsheet were released as part of the “Diagnóstico – Parte II: Corredores de mercado doméstico e indicadores do cenário-base” public consultation (Process: 50000.014132/2025-53), coordinated by the Subsecretaria de Fomento e Planejamento (SFPLAN/SE/MT) of the Ministry of Transport. The consultation was open from 30/05/2025 to 29/06/2025, and aimed to collect societal contributions for the intermediate stages of the PNL 2050 development, in accordance with Decree nº 12.022/2024 establishing the Integrated Transport Planning (PIT).
