The project «Innovation and Service Development through evolving Forms of Collaboration» (INNOS) consisted of six subprojects, this describe subproject 5:

The demand for development and innovation in public services is emphasized in a number of official documents, and concretized in among others in the “cooperation research strategy” (2012) by the Norwegian Ministry of Health and Care Services and in various program aims of the Research Council of Norway, directed towards innovation in the public sector. The aim of this project was to investigate how municipality leaders respond to these expectations and signals in the municipalities, consequently how aims and strategies on a national level “are received” at a local level. The data sources consist of individual interviews with leaders on different levels of welfare services in three municipalities.
