Systematized technical bases of formation and use of scientific electronic periodicals of<br>Ukraine, based on convergence of scientific and publishing, library and informational, as<br>well as bibliometric technologies, were developed. The generalization of empirical and<br>ranked regularities in library science, linguistics and study of science for their mathematical<br>description as one Act was carried out. The expedience of combining qualitative and<br>quantitative methods of outcomes evaluation of scholars and research organizations activity<br>through conducting of expert analysis of materials, obtained in the course of formalized<br>bibliometric research was grounded. Delimitation of areas of rational use of international<br>bibliometric systems for current monitoring accomplishment of the national science and<br>implementation of complex scientific researches was carried out.<br>The edition is oriented at scholars and practicians in the field of scientific<br>communications, ICT, students and the general public who take an interest in this issue.
