Fonds de Participation des Habitants (FPH) de Roubaix

The Fonds de participation des habitants (FPH) are the result of the desire of associations and inhabitants of the Nord-Pas-de-Calais region to use flexible and rapid financing arrangements to enable micro-projects to be carried out in the priority neighbourhoods of the City Policy. Institutionalised with the State-Region Plan Contract 1989-1994, the PHFs have been integrated into the regional contractual policies co-financed by the City of Roubaix on its territory since 1994 with the objectives of: * encourage initiatives by groups of inhabitants, whether or not formed in association; * to strengthen exchanges between inhabitants; * promote the individual and collective capacities of inhabitants to organise, set up projects and argue them; * promote the implementation of one-off projects by residents that have an impact on the neighbourhood and cannot be financed by existing procedures; * develop animation and solidarity; * improving the living environment; * allow a better appropriation by the population of citizen values. The distinction between HPFs reserved for associations and those reserved for inhabitants was abandoned at regional level in the framework of the Urban Contracts for Social Cohesion 2007-2014. Merged, the FPH became the FPH. Locally refocused on five award committees composed of volunteer inhabitants, each operating at the level of the town halls of the districts, the renewed system was tested at the end of 2009 and successfully confirmed from 2010 onwards. Led by the city of Roubaix, the FPH was governed by a dedicated association, responsible to institutional funders, volunteers and residents for its financial and administrative management. Renewed under the 2015-2022 City Contracts, the HPF gave way to the [Citizens’ Initiative Project (CIP)] (https://opendata.roubaix.fr/explore/dataset/pic_contrat_ville/information/) in 2017.
