VPRS 9806 Policy and Procedure Files (Human Resources Management Branch)

This series consists of policy and procedure files created by the Human Resources Management (HRM) Branch of the Department of Finance (VA 3016).The series documents the full range of policies, programs and initiatives of the Branch. They contain information such as employee relations, Occupational Health and Safety, Equal Employment Opportunity, training and development, organisation and classification review, workforce planning and other functions performed by the Branch. The files contain publications, copies of articles and documents containing personal details of public servants.System Of Arrangement And ControlThe files were originally registered within the recordkeeping systems of the Personnel Branch of the Department of Management and Budget (VA 1022) until 1990, and the Department of Treasury (VA 3007) from 1990 to 1991. In 1991 the files were top numbered into a new record series created by the Human Resources Management Branch of the Department of Treasury.The contents date range extends back to 1983. The series ended in 1995, following the amalgamation of the Department of Treasury with the Department of Finance to form the Department of Treasury and Finance. However, the Human Resources Branch continued to file documents on some files of the series up until February 1996 when the human resources function was outsourced to Anderson Consulting.The files were created under broad classified subject headings representing the functions of the Branch. Each major heading was allocated a number with HRM as a prefix and individual files within each group were sequentially numbered; ie under the heading Recruitment HRM/2, examples of specific files created are Koorie Recruitment HRM /2/04, Graduate Recruitment Scheme HRM/2/12 and so on. File numbers were allocated from the File Register, located in VPRS 9807.Related RecordsOther files previously belonging to the same recordkeeping system up to 1991 were top numbered into a separate series created by the Human Resources Management Branch for the Department of Treasury - see VPRS 9808.
