Bosaso Port Downstream Food Chain Vulnerabilities

These datasets document food chain vulnerabilities and market access challenges at Bosaso Port in Puntland, collected through key informant interviews with port officials, customs representatives, and a senior operations officer on 15 February 2026. The first dataset highlights operational inefficiencies such as manual offloading, weak cold chain infrastructure, high tariffs on food staples, reliance on sensory food inspection, and fragmented governance, concluding with a recommendation for an Integrated Port Community System with a “Green Channel” for food. The second dataset provides the perspective of a senior operations officer, emphasizing the absence of storage facilities, poor road infrastructure, weak hygiene enforcement, and lack of institutional collaboration, while calling for legislative reform, government-led investment, and establishment of a Puntland Commerce Agency. Together, they offer critical insights into systemic risks undermining food security and propose pathways for resilience through infrastructure modernization, regulatory oversight, and coordinated governance.
