User and measurement requirements for an integrated ocean-oriented observing system

The principal purpose of this study is to define a cohesive set of requirements for an integrated, ocean-oriented observational data acquisition system, thus allowing comparative analysis of the various subsystems (i.e., data buoys, satellites, etc.) of the potential observational system.
