The Remnant Tension Cosmology (RTC) is proposed as a phenomenological extension ofGeneral Relativity incorporating geometric memory, horizon polarity, and collapse-drivenresidual fields. RTC assumes GR is valid on all tested scales and introduces two additionalcontributions to the effective stress-energy tensor: a scar tensor Sµν and a residual pressurefield Pµν. These modify the Einstein Field Equations toGµν = 8π(Tµν +Sµν −Pµν).Dark matter arises from anisotropic scar geometry left behind by collapsed or inverted horizons, while dark energy emerges as a smooth residual pressure field sourced by repeatedhorizon-polarity transitions. RTC yields a cyclic cosmological scenario in which collapse, inversion, and geometric scarring imprint successive generations of the cosmic web. The modelprovides testable predictions for void statistics, filament tension distributions, and remnantclustering
