Net cost deviation is net cost minus reference cost for elderly care, here shown in million SEK. Net cost is gross cost less gross revenue. The reference cost is based on the net cost of elderly care in Sweden, age structure (shares 65-79 years, 80-89 years and 90+ years in the municipality), marital status, ill health, share born outside the Nordic region, travel times in home care and additional costs for institutional housing in sparsely populated areas. In addition, part of the standard costs from the sub-models include wages, building structure and population development. Positive values indicate higher cost than statistically expected and negative values a lower cost than statistically expected. As of 2019, net cost deviation is calculated in a new way due to changes in cost equalisation. This affects comparability with previous years. Source: SKR.
