The Circular Carbon Economy Index 2021

The CCE Index developed by KAPSARC aims to measure countries’ progress in and potential for reaching circular carbon economies. It is built on the concept of the circular economy which provides a holistic, flexible, and pragmatic framework for countries to plan and implement their respective contributions toward the Paris Agreement goals. The CCE Index is based on two sub-indices: one for measuring countries’ current performance in the various dimensions of the CCE and the other for gauging how countries are positioned to make progress toward the CCE, based on key enabling factors. The CCE Performance sub-index compares how countries are adopting available mitigation technologies and measures. This score incorporates measures for eight primary climate change mitigation technologies/measures currently in implementation worldwide (for which harmonized datasets exist for at least 80% of the 125 countries covered by the index. Each of these measures is given equal weight, and each country’s Performance score equals its average score on the eight CCE Performance indicators. The CCE Enablers sub-index combines utilizes 30 quantitative datasets to assess countries’ enabling conditions in five key dimensions: policies and regulation, technology, knowledge and innovation, finance and investment, business environment and system resilience. Similarly to the CCE Performance score, indicators under each dimension are first aggregated to form dimension scores, which are then aggregated to create the CCE Enablers score.
