A production licence is the mechanism under the Accord Act by which certain rights are granted in lands in the Canada Newfoundland and Labrador offshore area. _____________________________________________________________ (1) A production licence confers, with respect to the portions of the offshore area to which the licence applies, (a) the right to explore for, and the exclusive right to drill and test for, petroleum; (b) the exclusive right to develop those portions of the offshore area in order to produce petroleum; (c) the exclusive right to produce petroleum from those portions of the offshore area; and (d) title to the petroleum so produced. ____________________________________________________________________________________________________________________ Exception (2) Notwithstanding subsection (1), the Board may, subject to such terms and conditions as the Board deems appropriate, authorize any interest holder of an interest or a share therein to produce petroleum on the portions of the offshore area subject to the interest or share for use in the exploration or drilling for or development of petroleum on any portion of the offshore area.生产许可证是《协定法案》（Accord Act）项下，针对加拿大纽芬兰与拉布拉多近海区域的相关土地授予特定权利的机制。 (1) 就本许可证适用的近海区域部分而言，生产许可证赋予以下权利： (a) 石油勘探权，以及钻井与试油专属权； (b) 为开采石油而开发该近海区域部分的专属权利； (c) 从该近海区域部分开采石油的专属权利； (d) 所开采石油的所有权。 例外条款(2)：尽管有第(1)款的规定，监管委员会可在其认为适当的条款与条件约束下，授权某一权益或其份额的任何持有人，在该权益或份额所涵盖的近海区域部分开采石油，以供在近海区域任意部分开展石油勘探、钻井或开发之用。
