On October 24, 2015, the State Council of the People's Republic of China issued the Overall Plan for Coordinating the Development of World-Class Universities and First-Class Disciplines. It stipulates that, in accordance with the Four-pronged Comprehensive Strategy and the decision-making deployments of the Central Committee of the Communist Party of China and the State Council, efforts should be made to take upholding Chinese characteristics and striving for world-class standards as the core, take fostering virtue and cultivating talents as the fundamental task, take supporting the innovation-driven development strategy and serving economic and social development as the guidance, and adhere to the basic principles of "taking world-class development as the goal, disciplines as the foundation, performance as the lever, and reform as the driving force", so as to accelerate the construction of a number of world-class universities and first-class disciplines.
