Global Entrepreneurial Innovation & Equity Treaty (GEIE Treaty): An Indic Civilizational Framework for Equity, Innovation, and Intergenerational Justice in International Law

This work presents the Global Entrepreneurial Innovation & Equity Treaty (GEIE Treaty), an independent academic draft treaty designed as a visionary framework for international law and policy. The GEIE Treaty integrates principles of equity, innovation, entrepreneurship, sustainability, and intergenerational justice, drawing inspiration from both Indic civilizational philosophy and global norms of justice and cooperation. Rooted in Dharma (moral order), Ṛta (cosmic harmony), Kartavya (duty before rights), Ahimsa (non-violence), and Lokasaṅgraha (universal welfare), this Treaty redefines sovereignty as a responsibility to humanity and future generations, not merely a right of power. It seeks to establish a Global Innovation Authority (GIA), a Global Equity Tribunal (GET), and a Global Equity Fund (GEF) to regulate, support, and adjudicate innovation and entrepreneurship on an equitable and sustainable basis. Key contributions include: Recognition of equity and innovation as universal rights. A duty-before-rights framework for states, corporations, and institutions. Binding mechanisms for environmental safeguards, biodiversity protection, labor rights, digital privacy, and ethical AI/biotech governance. Special provisions for indigenous knowledge, community rights, women, and youth entrepreneurs. Innovative funding models linked to GDP, carbon emissions, and innovation indices. The GEIE Treaty is not an official UN or governmental treaty. Rather, it is a scholarly proposal intended for academic debate, civil society engagement, and future global policy discourse. By making Sanskrit the authentic reference language for Indic concepts, with Hindi as a supplementary translation, this work represents a pioneering effort to bring Indic philosophical categories into international treaty language. Ultimately, the GEIE Treaty is both a conceptual charter and a civilizational offering—aiming to inspire governments, scholars, innovators, and international organizations to rethink how global cooperation can align sovereignty, sustainability, equity, and shared human responsibility.
