VPRS 11946 Submissions Relating to Appointments, Cain/Kirner Government

This series comprises Cabinet submissions relating to the appointment of senior public service and statutory officers from April 1982 to May 1984. From at least April 1982 the appointment of senior government officers, appointments to statutory positions and significant boards, councils and advisory bodies and appointments of Members of Parliament to Parliamentary Committees were considered by Cabinet. Where an appointment needed to be made by the Governor in Council, the Cabinet would make a recommendation to the Executive Council. Most appointments considered by Cabinet were the subject of a Cabinet Submission. Apart from differences in systems of arrangement which are discussed below, these submissions are of a similar format and purpose to all other Cabinet submissions. Cabinet submissions regarding appointments generally included the name, qualifications and experience of the recommended appointee. Where there was more than one applicant or nominee, details of all were given, then the reasons why one was recommended. The outcome of Cabinet deliberations regarding appointments was recorded in VPRS 11948 Cabinet Record. Although the submissions in this series were created solely in the period the government was led by John Cain, the series title is attributed to the government led by him and his successor as Premier, Joan Kirner. This was done to facilitate searching by series title of all Cabinet series created by this government.
