Institutional Closure Index Dataset

This dataset contains the processed authority-level panel used in the study: "Measuring Institutional Closure in Public Procurement: A Network-Based Index from European Buyer–Supplier Data". The data are derived from Tenders Electronic Daily (TED) award notices and include authority-level metrics of supplier concentration (HHI), relational persistence (HF), embeddedness (AA), and the Institutional Closure Index (ICI), computed across CPV-defined procurement domains and time windows. The dataset supports full replication of the results reported in the paper, and it was developed as part of the study conducted by the authors listed in the associated publication.The dataset is intended for research and reproducibility purposes.
