Title National Dharma Council Act, 2025 (Plural-Ethical Governance Framework for Bharat) --- Description The National Dharma Council Act, 2025 establishes the National Dharma Council (NDC) as a permanent, plural, and ethical advisory institution of the Republic of Bharat (India). The NDC is entrusted with ensuring moral governance, ecological stewardship, intergenerational justice, and civilizational trusteeship, harmonized with both the Constitution of Bharat (DCMPT–2025) and universal human values. Key features include: Composition: Eleven distinguished members representing diverse dharmic traditions, secular ethics, women, youth, and science/technology. Functions: Conducting annual Dharma Index audits; issuing advisory opinions on laws, treaties, and policies; reviewing national projects through Future Generations Impact Assessments; promoting plural harmony. Powers: Reviewing legislation, obtaining documents, issuing corrective recommendations, and initiating consultative processes with Parliament, the President, and the Supreme Court. Transparency & Finance: Independent Secretariat, budget charged to the Consolidated Fund of India, open digital publication of reports, and citizen engagement through feedback mechanisms. Global Cooperation: Partnerships with UNESCO, UN, and international ethical institutions to benchmark governance quality and address emerging global challenges such as AI, biotechnology, and climate change. This Act, alongside the Constitution of Bharat Act, 2025, forms the institutional and ethical foundation of Bharat’s future-ready constitutional order, embedding dharmic principles into modern governance.
