Evaluation of Regional Climate Air Energy Schemes (SRCAE) Nord-Pas de Calais and Picardy - September 2017

Ordinance 2016-2018 of 27 July 2016 stipulates that an evaluation of the SRCAEs must be carried out in order to contribute to the development of the SRADDET. The topics covered in the SRCAEs are: * building * air quality * agriculture * Spatial planning * transport * Renewable energy * mode of production and consumption * adaptation For each theme, the document recalls the context, the orientations of the SRCAE and presents elements of assessment. The second part of the study proposes general conclusions and some recommendations for drawing up the SRADDET: * The SRCAEs, roadmaps for climate-air-energy policy, have made it possible to territorialise a policy that was previously largely a national responsibility, but have remained insufficiently shared by the actors concerned, in particular businesses, partly because of unclear steering. * The Territorial Climate-Air-Energy Plans (PCAET) setting out the orientations of the CBCAs at local level concerned only a minority of territories. However, emblematic operations throughout Hauts-de-France show strong momentum. The evaluation also identified the necessary conditions for the proper development and implementation of the CBAETs. This study advocates the need for meaningful and effective monitoring based on a limited number of relevant and realistic indicators.
