This dataset is derived from a qualitative research study examining multi-stakeholder knowledge exchange and collaboration in disaster risk reduction in Penang, Malaysia. Data were collected through two purposively sampled focus group discussions (FGDs) conducted between August and September 2023, involving government agencies, non-governmental organisations (NGOs), academia, corporate sector representatives, and community-related institutions. Each FGD followed a semi-structured protocol lasting approximately 2.5 hours and was audio-recorded with informed consent. Transcripts were anonymised and analysed using a grounded theory–informed thematic analysis approach supported by ATLAS.ti software. Coding was conducted iteratively through open and axial coding to identify key themes related to coordination, knowledge management, preparedness, vulnerability, and communication systems within a Quintuple Helix framework. Ethical approval was obtained, and data access is restricted to protect participant confidentiality.
