Naive method improved

Second developed method. It is an improved version of the naive model which was based on inferring all monthly consumption in 2017 using a linear model that considers as inputs multiple statistics like the mean, the standard deviaton, or extreme quantiles. The difference w.r.t. that one is that now we predict all values using a linear model and not just the missing values.
