Abstract This document presents the Executive Summary of Ω₀ Theory 2.0, an emergent quantum-mechanical framework where quantum states, spacetime, and measurement probabilities arise from a discrete information network called the Ω₀ graph. By applying the fluctuation-dissipation theorem, the central stochastic decoherence model derives its key dynamical parameters directly from measurable material constants, eliminating free fitting parameters. The framework delivers three concrete, falsifiable predictions: material-dependent decoherence rates (testable via crystalline vs. amorphous silicon), a 1/T low-temperature scaling, and a Lorentz-covariant, velocity-dependent decoherence time ($\tau \propto \gamma$).
