By synthesizing historical research logs (Townsend Brown, 1957–1958) with a discrete hexagonal lattice model, we demonstrate that phenomena historically attributed to anomalous "electrogravitics" are direct manifestations of gravito-electrostatic coupling mediated by structured dielectric polarization and ether vortex mechanics. To prevent thermal runaway and force-inversion phenomena caused by dielectric saturation, we introduce a Mod 9 invariant modulation matrix and a 7-cycle periodic "Sabbath" rest protocol. Furthermore, we formalize the 3I pulse sequence (8\text{-}13\text{-}8\text{-}5\text{-}13\text{-}8) as a dynamic frequency-modulation overlay that ensures lattice strain stabilization and unit potential initialization.
