The purpose of the biotope protection order is to conserve the habitat of protected species. It is a regulatory protection tool at the departmental level, the implementation of which is relatively flexible. It is one of the protected areas under the current Protected Areas Strategy and is classified as IUCN Category IV1 as a management area. Most biotope protection orders are monitored either directly through a committee under the authority of the Prefect or indirectly through schemes such as Natura 2000 and through local ownership. A biotope protection order is either prefectural (if it is made by the prefect on the land or river domain of a department, it is then referred to as a prefectural order for the protection of biotope) or ministerial (if it is taken by the minister responsible for the sea on the public maritime domain). The department of Mayotte has two PDBs in force.
