The Global Digital Legal Harmonization and Climate Compliance Act: An India-Led Framework for AI, Blockchain, and Climate Justice in Global Governance --- 📌 Description This work presents a pioneering international legal and governance framework—The Global Digital Legal Harmonization and Climate Compliance Act (GDLC Act)—that integrates Artificial Intelligence, Blockchain, and Smart Contracts to enhance transparency, accountability, and inclusivity in global governance. The Act establishes: A Global Digital Treaty Registry (GDTR), an AI-powered blockchain repository for international treaties. A Self-Sovereign Legal Identity (SSLID) for diplomats, states, and citizens, ensuring secure, cross-border legal participation. A Climate Law Smart Contract Platform (CLSCP) to automate monitoring, compliance, and enforcement of climate obligations. An India-led Global Digital & Climate Tribunal (IGDCT), co-designed with the Global South (Africa, ASEAN, SAARC, and Latin America), bridging civilizational ethics and advanced digital diplomacy. Drawing inspiration from the Paris Agreement, Kyoto Protocol, Budapest Convention, Tallinn Manual, and Aarhus Convention, this Act fills critical legal gaps by embedding enforceable, technology-driven compliance mechanisms. It also aligns with the UN Sustainable Development Goals (SDGs), particularly SDG 9 (Innovation), SDG 13 (Climate Action), and SDG 16 (Peace and Justice). The work embodies India’s vision of “Vasudhaiva Kutumbakam – The World is One Family”, positioning the Global South as a co-architect of future-ready, ethical, and sustainable governance frameworks. This Act is a living contribution to international law, climate justice, and digital sovereignty, offering a blueprint for transparent, equitable, and resilient global cooperation in the 21st century.
