In practice, there is a department or equivalent dedicated to ensuring food security (availability of food).
A 100 score is earned where all the following conditions are met:
1) there is a department or equivalent dedicated to ensuring food security for the population, and
2) in the last year, it implemented programs to provide financial or technical support towards: a) sustainable agriculture, b) small farmers, and c) providing support to women in farming.

A 50 score is earned where any of the following conditions apply:
1) there is a department or equivalent dedicated to ensuring food security for the population but it also has other mandates, or
2) in the last year, it implemented programs to provide financial or technical support towards some but not all of the following: a) sustainable agriculture, b) small farmers, and c) providing support to women in farming.

A 0 score is earned where at least one of the following conditions apply:
1) there is no department or equivalent dedicated to ensuring food security for the population, or
2) in the last year, no programs were implemented to provide financial or technical support towards the three areas mentioned in 100.
