As part of a National Science Foundation collaborative research project investigators at the University of Utah (Drs. Timothy Collins and Sara Grineski) and the University of Texas at El Paso (Dr. Jayajit Chakraborty) examined the 2021 Texas Winter Storm (i.e., Winter Storm Uri). The investigators applied a social vulnerability to disasters perspective to the 2021 Texas Winter Storm (as well as interacting power/water outages and the COVID-19 pandemic) to advance knowledge of the socially uneven impacts of cascading disasters, and disaster vulnerabilities experienced by subsidized rental housing residents. The project relied on collecting social survey data regarding households' experiences and analyzing data from this survey and other secondary sources. The survey was conducted by cellular phone in English and Spanish with 897 randomly selected households residing in counties that comprise eight Texas metropolitan areas: Dallas-Fort Worth, Houston, San Antonio, Austin, McAllen, El Paso, Beaumont-Port Arthur, and Lubbock. This included 147 households living in US Department of Housing and Urban Development (HUD)-assisted rental housing developments and 750 households residing in private (not HUD-assisted) homes. The survey questionnaire (English and Spanish versions), IRB approval, csv-formatted codebook and dataset (without identifiable information from the survey or secondary sources), and publications based on analyses of the survey dataset are presented in this repository. The data for this project may be reused but attribution is required (see terms of Open Data Commons Attribution license).
