本研究面向闽三角城市群区域典型生态安全事件以及全球变化背景下的城市群生态风险演化趋势典型问题,开展一系列相关技术研发与应用示范,共计获得研发技术成果 8 个,在审计厅、气象局等部门开展应用示范案例 11 个。本报告重点选取其中两个典型案例,论述技术研发过程与应用示范成果:(1)从突发事件的“事前、事中、事后”三阶段模式,以 2018 年泉港碳九泄漏事件为例,论述了舆情分析与管控、损失评估与修复规划、多利益主体博弈视角下的创新应对模式;(2)以闽三角城市群高温热浪这种非突发生态安全问题为例,论述了精细化的风险评估与更精准的多部门协同应对模式。(3) 基于“预案—流程—技术”的逻辑, 介绍了研发的社交媒体大数据在线分析系统、 城市高温热浪应对 APP、综合决策平台等支撑技术。

This study focuses on typical ecological security incidents in the Minnan Triangle Urban Agglomeration and the typical issues of ecological risk evolution trends of urban agglomerations under the background of global change, carrying out a series of related technological R&D and application demonstrations. A total of 8 R&D technological achievements have been developed, and 11 application demonstration cases have been implemented in departments such as the Provincial Department of Audit and the Provincial Meteorological Bureau. This report selectively focuses on two typical cases to elaborate on the technological R&D processes and application demonstration achievements: 1. Taking the 2018 Quangang C9 leakage incident as an example, this section discusses the innovative response modes from the perspectives of public opinion analysis and control, loss assessment and restoration planning, and game theory among multiple stakeholders based on the three-stage "pre-incident, during-incident and post-incident" framework for emergency incidents; 2. Taking the non-abrupt ecological security issue of heatwaves in the Minnan Triangle Urban Agglomeration as an example, this section elaborates on the refined risk assessment and more precise multi-department collaborative response modes; 3. Based on the "plan - process - technology" logic, this part introduces the developed supporting technologies, including the social media big data online analysis system, urban heatwave response APP, comprehensive decision-making platform and other relevant technical supports.
