<b>From Values to Actions-Purposes: Mediational Pathways Steering nZEB Retrofitting in Rapid Developing Urban Communities</b>

# AbstractThis data repository contains survey responses collected in January 2024 through Computer-Assisted Telephone Interviewing (CATI) conducted by the Romanian Institute for Social Research (IRES). The dataset includes 1,002 valid responses from adults residing in the Cluj Metropolitan Area. The survey aimed to examine how environmental values, mediated by climate beliefs and social norms, influence nearly zero-energy building (nZEB) retrofitting action purposes. In line with Directive 2010/31/EU and Romania’s 2023 legislation, nZEB retrofitting involves enhancing energy efficiency, incorporating renewable energy sources, and integrating buildings into modernized urban and national energy systems. Before participation, respondents provided verbal informed consent after receiving detailed information about the study’s aims and data confidentiality.# MethodsTwo waves of interviews were implemented to ensure validity and reliability of the research instrument. The first wave consisted of 100 pilot interviews (average duration: 28 minutes) to test internal consistency (using Cronbach’s alpha and McDonald’s omega), subsequently refining items for improved clarity and brevity. The second wave comprised 1,226 interviews (average duration: 19 minutes), of which 224 were incomplete. Thus, the final analytical sample included 1,002 cases without any data imputation.To enable meaningful comparisons between Cluj-Napoca’s municipality and its surrounding metropolitan communes, the two metropolitan crowns were oversampled, resulting in 247 cases (33% of the total sample). Initially, respondents aged 29 and below, as well as men, were slightly underrepresented by up to 3 percentage points. Therefore, weighting adjustments based on sex, age (in five-year intervals), and place of residence (according to Romanian National Institute of Statistics Tempo data from 2022) were applied. After weighting, the sample is statistically representative of the Cluj Metropolitan Area with a maximum margin of error of ±3.6%. The education distribution closely resembles that of the general population, with approximately 4.1% having primary and secondary education, 46% having secondary education, and 49% having higher education.The survey instrument included a broad range of scales and socio-demographic variables. The original English language scales related to climate change values, beliefs, norms, and actions were translated into Romanian. The questionnaire first collected basic socio-demographic information, then delved into home information, energy and gas consumption patterns, climate change beliefs, norms, values, intended actions, and trust. Socio-economic status indices were constructed following international standards (Ganzeboom et al., 1992; Treiman, 2019).# ScalesThe survey questionnaire utilized several scales and also collected socio-demographic information.
