The Possession-Margin Device Census: A Registered Observational Test that Legal Devices Conditioning on Information Possession Are Binary, Never Priced

A registered observational census testing a form theorem (Proposition W): every legal device that conditions on possession of material non-public information takes a binary form — prohibition, compelled disclosure, compelled procedure, wall, status exemption, or bilateral consent — and none prices the permission, while calibrated prices exist on possession-blind margins in the same legal systems. The protocol (claim, two ex-ante falsifiers, four-layer closed frame, nine classification rules) was frozen and SHA-256-hashed before any enumeration row was extracted. The census: 197 rows — the 103 countries with stock markets at end-1998 (Bhattacharya–Daouk frame), the 40 jurisdictions of IOSCO's ISIM review FR04/19, a 34-device primary-sourced deep inventory, and the 20 jurisdictions of IOSCO's crypto-market thematic review FR/13/25. Verdict: CONFIRMED — zero priced-permission rows; 10/10 machine ledger checks; 21/21 finite-model checks on the theorem.
